高學歷失業在台灣已是常態,一堆碩博士找不到工作的同時,台灣企業主也大嘆人才難找,按照經濟學的理論,既有供給也有需求,為什麼達不到就業平衡?
原因之一,就在於學校教育沒有給予學生足夠的職場訓練,使得學生不能學以致用,學生在學校時的所學大部份都是偏向學術方面的研究,而不是企業所需要的技能。但在其他國家,卻大不相同,在德語系國家,如德國、瑞士、奧地利等國教育採用的是所謂的職業教育導向的雙軌教育制度,此一制度深受世界許多先進國家的青睞,例如:美國總統奧巴馬也考慮引進此雙軌教育制度。大陸教育部已與德國國際合作協會簽約,大陸25個專科學院實施推廣此雙軌制度。雙軌制度是學校教育與職場教育並行的教育制度。學生對未來職業上所需知識同時在學校及職場兩地接受教育。專業性理論及一般性訓練在學校,與職業實務相關的教育,由企業提供。在歐洲金融危機時,衝擊世界各國經濟,造成無數企業倒閉,失業人口大增。首當其衝的是年輕人。但近年來德國在世界不景氣當中創造有史以來最輝煌的經濟發展與最高就業率,這與德國重視理論與實務的教育制度有必然關係。台灣的建教合作已經接近雙軌教育制度,但台灣的建教合作還不夠普及,制度也不夠完整。若學生在求學時期能夠接觸相關工作,對學生的未來一定會有莫大的幫助,學生可以藉此工作機會思考自已是否對目前所讀的科系是否有興趣,若有興趣,也能夠在求學時期準備工作所需的技能,以便在未來的工作上學以致用。
